Congdon discusses the pricing opinions of four Montecito realtors, and the manner in which Hake arrived at his asking price of $55,000. Congdon tells the Paulings about several other buyers who have looked at the house. Congdon does not necessarily suggest that the Paulings meet his price, if they feel it is too high, but admits that he does not know of another home for sale in Montecito with so much to offer that is for sale for $55,000 or less. Congdon is mostly happy not for the commission, although the commission is certainly substantial, but for the fact that the Paulings got a great house and the best bargain that Congdon knows of in the area. Escrow was started today. Congdon alerts the Paulings to a condition he has recently learned about, regarding Mr. Hake acting as conservator of Mrs. Hake's stake in the home, due to Mrs. Hake being declared incompetent. There is a remote possibility that this could delay the sale, but Congdon's lawyer thinks that a delay is highly unlikely. Mr. Hake is very happy that the Paulings are to have his home. He has contracted for the painting of the trim and deck and expects work to be started this week. Congdon thanks the Paulings for their business and looks forward to seeing them on Friday. • Letter from LP to Ralph Kleps, California State Assembly, RE: LP has seen a newspaper report indicating that Assemblyman Charles J. Conrad had prepared a 14-page report giving an analysis of the address that LP gave to the students at California State Polytechnic College last February. LP asks Kleps to get a copy of this report and to send it to him. LP tells Kleps that he has recently bought a house in Santa Barbara, where he will move when he gets back from his European trip. • Letter from Monte Blau to LP, RE: In response to LP's request for information on Tobias Schwartz, Blau is pleased to give his view of the situation. Schwartz came to the University of Buffalo Graduate School late in 1957. He worked with Blau in the Department of Nuclear Medicine, and made substantial progress on a project dealing with focusing collimators. After a few years, it became clear that Schwartz was more interested in the theoretical aspects of biophysics, so he transferred departments to work with Fred Snell, a decision supported by Blau. He has been working on an apparatus capable of measuring sodium transport and current across toad bladders in the dynamic state with a time resolution of 10 seconds or less. Schwartz will probably finish this project by February, 1965, and it will be a substantial advance over previous attempts in that particular field. Schwartz has always been a good graduate student. His slow progress has mainly been a result of transferring major professors and various technical problems that arose during his attempt to build his apparatus. After Schwartz appeared before HUAC, he was informed that his traineeship would not be renewed as of July, 1964. This action was taken by Dr. George E. Moore, and Moore did not consult Blau in making his decision. As far as Blau knows, the cancellation of Schwartz's funding has nothing to do with his scientific ability. There has even been some suggestion that an attempt would be made to expel Schwartz from the Graduate School, which would be a great tragedy. Conrad takes full responsibility for the report. The copies of Conrad's report are enclosed. The report mainly accuses LP of misleading his audience by discussing U.S. biological and chemical weapons without mentioning similar weapons possessed by communist countries, and for emphasizing lethal chemical agents while failing to mention the incapacitating ones. • Letter from Charles J. Conrad's examination of the portion of LP's speech dealing with chemical and biological weapons concerns Conrad because he feels it is an inaccurate and misleading representation of U.S. activities in that field which will only serve to confuse the public. Conrad wants the American people to hear a full and frank discussion of chemical and biological warfare. He suggests that he and LP meet to present their respective views in a televised debate. Conrad would adjust his schedule to a time when LP is available. [Filed under LP Personal Safe, Drawer #2, Folder #2.015]

  • Letter from LP to Donald J. Silberman, RE: After reading Silberman's letter and letters from Professor Blau and Moos, LP made several phone calls about the case of Tobias Schwartz. LP found no one who supported Dr. George E. Moore's action in not renewing Schwartz's traineeship. However, LP feels that the Schwartz case differs from that of Dr. Sporn, and LP does not think that he should write a letter to the University about Schwartz. Schwartz has been working for his Ph.D. for 6 years, a period which LP feels is too long. LP has talked to Schwartz's thesis advisors, Professor Snell and Professor Blau, who both said that if Schwartz worked hard, he could finish his thesis work by February, 1965. LP is sure that the HUAC hearings were responsible for Dr. Moore's actions and thinks that HUAC should be opposed, but he does not think that Schwartz's case is a very good one. It would probably be best for Schwartz's professors to assist him in getting a loan and encouraging him to finish his thesis by February.
