Topchiev to LP, RE: (In Russian, with English Translation attached) Topchiev thanks LP for his letter of February 11, 1961 and would be glad to meet and assist LP and AHP in meeting with Soviet scientists on LP's and AHP's August visit to Moscow. Topchiev suggests that the Paulings visit the USSR Academy of Sciences. Topchiev would also like to arrange a visit for the Paulings to the Psychiatric Institute and the Institute of Physiology and Pathology of the USSR Academy of Medical Science, where he would introduce them to leading Soviet psychiatrists.     Dear Miss Draper:

    I am afraid that I am not able to answer the question that you have asked in your letter. You ask why a bird loses its sense of direction when it enters a radar area. I had not heard that this effect was caused by radar. Moreover, I myself do not know how it is that a bird preserves its sense of direction.

    In addition, we must always be sceptical about reported observations. I think that it might be difficult for an observer or experimenter to be sure that a bird loses its sense of direction when it enters a radar field. For example, there is the possibility that the electric field of the radar vibrations would interact with some particles in the semicircular canals of the bird in such a way as to make it feel sick or dizzy, and not to behave in a normal manner, and there are other possibilities also. The loss of sense of direction would be a minor part of the whole group of effects caused by the radar waves.
