    Dear Mr. Knote:

    In answer to your letter, I must say that I have not prepared the speech that I delivered at Rutgers for publication, although I may get it ready for publication later.

    The principal point that I made in that speech about fallout shelters is that fallout shelters constitute a part of the armament of a nation, and that the expenditure of money on fallout shelters contributes to the armaments race.

    I enclose a copy of my paper in the Bryn Mawr Alumnae Bulletin. Toward the end of it I mention that Mr. Kahn of the Rand Corporation, in the Rand Corporation study, points out that to embark on a large civil defense program increases the chance of war, in that the U.S.S.R. might decide to strike immediately. Similar statements are made in his recent book "On Thermonuclear War."

    I feel sure that more American lives would he saved by our devoting funds to steps to decrease the probability of war than by devoting the same funds to civil defense. The policy of our national government at the present time (and for the past two years) is and has been to work toward disarmament. Civil defense expenditures, such as shelters, run counter to this policy.

    I am pleased to accept the invitation to be a sponsor of the Fair Play for Cuba Committee. I think that it is very important that information about Cuba be made available to the American people, and I have been especially interested in your writings.

    I have told Mr. Roberts that my wife and I look forward to learning more about Cuba, but that our plans are uncertain, so far as the next few months go. At the present time I am planning a series of trips about the United States, in which I give public addresses about the need for peace in the world. This activity involves so much uncertainty about my detailed plans for the coming months that I must be careful about making commitments now.
