    Dear Dr. Dunning:

    Your letter of 15 July arrived in Pasadena just after I had set off on a European trip.

    I have been interested to read your letter and the accompanying material, and I thank you for writing to me.

    The remark that you mention as attributed to me is essentially accurate. I am opposed to the routine periodic use of x-rays. There is no doubt that damage is done even by small amounts of x-radiation, and I think that x-radiation should be used in medicine and dentistry only after a decision has been made in the individual case.

    It is, of course, true that the amount of damage done can be made much smaller than it is on the average by improvement in technique. It is fine that you are working on this problem.

    Incidentally, I note that on page two of your report "Safety Factors in Dental X-ray Work" mention is made of cumulative dosage. I doubt that cumulative dosage has any significance. A given amount of exposure to x-rays causes, in my opinion, the same amount of damage whether the patient has or has not been exposed before. In the next to last sentence on page two mention is made that bite-wing x-ray of entering students is thoroughly safe. I don't know whether the expression thoroughly safe has the meaning that it does no damage whatever; if it is interpreted in this was [sic], the statement is, of course, not strictly true.

    I suppose that the great problem, not yet completely solved, is that of seeing that proper care is taken in the use of dental x-rays, and that a larger exposure than needed to do the job is not given the patient.
