Answers LP’s question, saying that the Soviet authorities can refuse to issue a visa necessary for departure from the Soviet Union, even if an American citizen is in possession of a valid United States passport. Informs LP that the American Embassy is making an effort to receive permission from the Block family to leave the Soviet Union.
