Future Pugwash Programs

The Russell-Einstein Manifesto pointed out the necessity for the abolition of war and urged that scientists assemble in conference to discuss disarmament and issue a resolution. Except for two (VII and X), the ten Pugwash Conferences have been devoted to disarmament and world security, with incidental discussion of related questions, such as international co-operation. Statements bearing on disarmament have been issued by the First, Second, Third, Fourth, Fifth, Sixth and Eighth Conferences, and I assume that one will be issued by the Ninth. These statements, especially the first and third, (the Vienna Declaration), and the Manifesto, have had great influence on world affairs.
The danger of outbreak of a devastating war remains great. The problem of disarmament still must be solved. This is the problem to whose solution the Pugwash Conferences were designed to contribute.
International negotiations for formulating a bomb-test agreement and disarmament agreements are now being vigorously conducted. The next few years constitute the period during which the Pugwash Movement may have the opportunity to make its greatest contribution.
Oliphant has pointed out that the recent Pugwash disarmament conferences have not provided time for adequate discussion of the urgent questions under consideration.
I recommend that the entire program of the Pugwash Movement during the next five years consist of conferences on disarmament, and closely related questions. Because the Pugwash resources are limited, I recommend that no conferences on other subjects be held. After the original purpose of the Manifesto has been achieved, the question of other Pugwash activities can be taken up.
The urgency of the present situation justifies an increase in the vigor of the attack on the disarmament problem. I recommend that for the necessary period in the immediate future, until disarmament is achieved, a Pugwash Conference on Disarmament be held every six months, and that the duration of each Conference be such as to permit the adequate discussion of the important problems that remain unsettled or have arisen since the preceding Conference.
Through this program, the Pugwash Conferences may well contribute in a really significant way to the achievement of the goal of the abolition of war announced in the Russell-Einstein Manifesto.
