    When I heard from Jerry Gross (I think it was on 12 December) that Orekhovich would not be allowed to come to Pasadena, I telephoned Mr. Lawrence Mitchell, in the State Department, Executive 3-3111, Ext. 5991, and urged him to arrange by the end of the week for Qrekhovich to come to Pasadena on Tuesday 17 December, to give his lecture "Pro-collagen as a Special Group of Connective Tissue Proteins." He said that Berkeley is open, but that Pasadena, San Francisco, and much of Los Angeles are closed to anybody holding a Russian passport. He was not very optimistic - he said that if the Department of State were to make exceptions, then the regulation preventing Russian visitors from going to certain places in the United States would have little effect in applying pressure on the Russian Government. I said that it seemed to me that there was discrimination against the California Institute of Technology. He said that there was no special reason for having Pasadena on the closed list, and that it had been put there only last month.
