  In your letter of 15 April 1954, relating to my application to the National Science Foundation for a grant in support of research on configurations of polypeptide chains in proteins, you ask me to state what support I am receiving from other organizations for this or any other research projects.

  I am interested in a number of research projects, and as Director of the Gates and Crellin Laboratories of Chemistry and Chairman of the Division of Chemistry and Chemical Engineering of the California Institute of Technology I take some part in much of the work that is done here. Much of this research is supported from the funds of the California Institute of Technology.

  I judge that you want to have the titles of projects, sources, amounts, and duration of financial support for grants made to the California Institute of Technology in which I am designated as official investigator or responsible investigator. These grants and contracts are the following:

  National Foundation for Infantile Paralysis, to investigate plant and animal viruses (both crystalline and non-crystalline) by means of x-ray diffraction techniques with the object of obtaining direct physical evidence of their composition, structure, and molecular configuration.   I am writing in answer to your letter of 16 June, which arrived while I was away from Pasadena, on a lecturing tour from which I have just returned.

  You mention an editorial appearing in the 19 June issue of the Saturday Evening Post, titled "McCarran Act Will Bar No Genuine Visiting Scientists."

  I do not ordinarily see the Saturday Evening Post, and I do not have this issue conveniently available.

  I surmise from the title that it is contended that the McCarran Act does not bar genuine visiting scientists. I may mention that, if this is the contention, I know of some actual cases which invalidate this contention. For example, in September 1953 there was held in Pasadena e conference on the configuration of polypeptide chains in proteins. One of the leading workers in this field, whose presence at the conference would have been of great value, was not able to attend, because of not being granted a visa. This scientist, who has a world-wide reputation, has not been active in political matters, and I judge that the failure to issue a visa was the result of the technicalities of the McCarran Act, perhaps the failure to allow consular agents to use their mature practical judgment to any extent.

  Because of the fact that the conference on the configuration of polypeptide chains in proteins, for which I was responsible, was significantly damaged through the barring, under the McCarran Act, of a genuine visiting scientist from this country, I am unable to accept the implication of the title of the editorial mentioned in your letter.

  I am very sorry that there has been so much delay in my answering your letters of nearly a month ago. They arrived while I was away from Pasadena on a lecture and vacation trip. I had intended to return earlier, but was delayed by two or three changes in my plans, in part the result of some trouble with my Riley.

  I enclose the letter communicating your paper to The Royal Society. I have read the paper with great interest. It seems to me to be a fine contribution.

  I think that you should change the word assignation to assignment, on page 48. Also, there is a misspelled word in the first line of page 60.

  It seems to me that you do not include as many references to the work of other investigators as should be included. For example, on page 60 you say that it has long been known that globular proteins probably contain rods that are parallel or nearly parallel. I think that you should give references here to Perutz - probably his two papers in the Proc. Roy. Soc., and perhaps also to other investigators, such as Bernal and Sinclair. Also, although my feeling on this point may be biased, it seems to me that the paper by Corey and me, in which we assigned the configuration of the alpha helix to the rods in hemoglobin, should be mentioned in the next sentence.

  I do not have any definite plans for a European trip at present. I am glad to learn about the decision on your apparatus. Whenever I hear about any opening in which you might be interested I shall let you know.

  In your communication of 2 July to me you mention that parking spaces will be available for members of the Division of Chemistry and Chemical Engineering who have been parking in the space west of the Crellin Laboratory only until 1 October 1954.

  If I understand your communication correctly, members of the Division of Chemistry and Chemical Engineering may use unassigned parking spaces in the Athletic Center south of California Street, after 1

  I feel that the members of the staff of the Division of Chemistry and Chemical Engineering who work in the Gates and Crellin Laboratories should have assigned parking spaces, and that these spaces should not be so far from the laboratory as the Athletic Center. I shall be grateful to you for any action that you can take in connection with this matter.

  I thank you for sending Professor Scott's letter on to me. I am returning it herewith - he had already written to me, about the openings at Reed.

  I hope that you are getting along well in your job with Southwest Research Institute.

  I am having a hard time working in my office now, and I think that everybody else in the Crellin Laboratory is having a hard time. A couple of days ago work began on the new Norman Church Laboratory of Chemical Biology. There are some workmen with air hammers hammering away at the concrete roadbed just west of the Crellin Laboratory, and the noise is terrific. We are, however, looking forward to having the new laboratory in the fall of 1955.

  Dear Bill:

  I talked with Van Niel in Carmel. I said a few words to him about writing a book on microbiology. He expressed the highest admiration for you, and I had the impression that if he ever were to write a book, he would be glad to have you publish it. I did not pursue the matter further.

  I mentioned the book by Oginsky and Umbreit. He made some strong statements. In particular, he said that Oginsky was a very opinionated man, who held to his own ideas about some parts of microbiology, and refused to read the literature, although these questions had been discussed and in some cases settled by earlier workers. He volunteered the example of the motion of bacterial flagella, which I had discussed in my note to you, page 4. He said that Oginsky was simply wrong about this, and that earlier workers had settled the question of flagella motion. There is no doubt that the discussion on page 36 of the book is very bad.

  Van Niel also said that Kluyver had said something to him about Oginsky, namely, that he was a young man who refused to discuss scientific questions, in order to find out whether he was right or not.

  Perhaps you would think it worth while to talk with Van Niel about Oginsky before you make final arrangements with him for the other book.

  My wife and I were sorry that we did not get to see you during our visit in Hanover. This is the first time that we have seen Dartmouth College. I must say that it looked very good to us - a beautiful spot, and a beautiful college.

  We enjoyed our visit with the Scarletts.

  I am sorry to have to say that the press reports about Mrs. Hobby and the cancellation of grants to the California Institute for support of my work are true. The situation was taken care of in a temporary way by having applications sent in by other members of our staff, to cover most of the work. I have also submitted an application, for a small grant for support of my work on hemoglobin, and action on it has been postponed until November.
