De Terra established such a fund with his university's administration and it allowed donors to declare their gifts as tax exempt on their federal tax returns. De Terra thinks that this is something that LP should look into. LP is surprised that such a small country like Romania has produced 2,749 signers. Approximately half of the USSR signers are members of the Academy of Sciences. The two signatures from Sweden were both from Nobel Laureates. LP agrees with Williams that nationalism is now a danger.
