Carter, Chief, Division of Public Liaison, Department of State, to LP RE: In response to LP’s telegram concerning the granting of visas to delegates from the “World Congress of Partisans of Peace, encloses a press release, no. 198, that should provide LP with more information. States that the American consular officers abroad cannot issue visas to people who are known or believed to be communists, unless the Attorney General authorizes temporary admission. States that because the group intended to present a petition to Congress, both Houses did not recommend that the group be allowed entry. Tells LP that the standing rule of the Senate is that they do not have to receive any petition, memorials, or other papers signed by citizens from a foreign country.
