MEMORANDUM
I have talked with President Hitch today, 2 PM Wednesday 12 June, about ray invitation to give the keynote address at the New York Academy of Sciences Conference on 21 June, in New York, on the Crisis Facing American Science. He said that Mark Ferber, the University's representative in Washington, was the most knowledgeable of the University people in this field, and that he happened to be in Berkeley today, and would call me a little later on.
I also mentioned to him the possibility that the draft would be discussed, in that induction of many young scientists into the armed services might constitute a blow to American science. I pointed out that during the second world war most young scientists, graduate students and postdoctoral fellows, were deferred. Charlie said that the policy that the University of California, together with other schools, had approved was that of opposition to the new rules of not permitting deferment for graduate students, but that they had further agreed that if deferment would not be permitted, they would not ask for deferment of students in special categories, such as those in science. I said that I would be opposed to such a policy if the nation were in grave danger, but that I did not think that the nation was in grave danger now, and that accordingly I might well favor the same policy. Charlie said that he agreed that if the nation were in great danger we probably should ask for deferment of science students to carry on essential work, even though other students were not deferred.
