  Dear Mr. Belknap:

  I enclose a statement about a research program on the structure of compounds of silicon, as determined mainly by the electron diffraction method.

  This work would be carried out by Professor Verner Schomaker, of our Division of Chemistry and Chemical Engineering, with a post-doctoral assistant and graduate students. Professor Schomaker is 37 years old. He is one of the best structural chemists in the country. Two years ago he received the A.C.S. Award in Pure Chemistry, which is given to a man not over 35 years old (at the time of selection) who has made important contributions, in the United States, to pure chemistry. This award has been made about twenty times, and I think that recipients of the award are to be considered as among the best younger chemists in the country.

  Both Professor Schomaker and I have been interested in the question of the nature of bonds between the silicon atom and other atoms. This question is of importance with respect to the structure of silica and silicate glasses. I have a paper in process of publication in the Journal of Physical Chemistry, in which values of interatomic distances in silicates and other substances are interpreted in terms of the amount of pi-bond character. I think that continued work along these lines will throw light on the problem of the structure and properties of the silicate glasses. It is important in these considerations to have information not only about the silicates themselves but also about related compounds, and especially about the simple compounds of silicon, which can be volatilized. The amount of work described in the accompanying application is such that it could not all be carried out in less than three or four years. I think that its completion would constitute a significant contribution to the structural chemistry of silicon.

  Dear George:

  I have delayed answering your letter of January 18, with the idea that I would be in a better position later on to give you information; however, it now seems to me that I do not know any more than I did last month. We ourselves are looking about for an outstanding physical chemist interested in theory, and so far without much success. We have invited R. Byron Bird out here, later this month, in order to look him over. The situation in our Division has changed since I extended the invitation to Dr. Bird to come here, and we may not be able to appoint him, despite the impression that he may make on us. Joe Hirschfelder thinks very highly of him.

  Perhaps you should add David Shoemaker, now Assistant Professor at M.I.T., to your list. He is a molecular structure man, with thoroughly sound knowledge of theory. He spent one year, as Guggenheim Fellow, with Bohr, and published a paper on Brillouin zones and electronic wave functions for metals at that time. I consider him to be extraordinarily able. Perhaps you should consider foreigners. Do you know Longuet-Higgins? I think that he is now at the University of Manchester - I know him at Oxford. He worked for a year in Mullikan's laboratory. He belongs largely to the molecular orbital school. I think that he is first-rate.

  Among the men who have worked with me recently I would put Dr. Massimo Simonetta at the top. He has a job in Milan - at the Istituto di Chimica Generale del Politecnico (Piazza Leonardo da Vinci 32). You can get an idea about his interests by referring to the paper that he wrote with Verner Schomaker, last year, on setting up secular equations for molecules in which there are unshared electron pairs and ionic structures, and the paper that he wrote recently with me on the nature of bond orbitals in phosphorus, and especially the nature of the P₄ molecule. Both of these papers are in the Journal of Chemical Physics. Simonetta is a fine fellow personally. He is unmarried - he talks English well - he stayed with us for two

  I thank you for sending me another article on sickle cell anemia.

  I am especially glad to have an extra copy of this paper, because one of the authors, Dr. Herman Branson, worked for a year with me.

  You may be interested to know that I have been making tentative plans toward the foundation of a research institute in molecular medicine. You remember that sickle cell anemia is the first disease to have been shown clearly to be a molecular disease. Since this knowledge was obtained, Dr. Harvey Itano in our laboratories has found two other diseases that are molecular diseases - both of them are hereditary hemolytic anemias, involving an abnormality of the hemoglobin molecule. Thus we now have three diseases that are based upon abnormal hemoglobin molecules. I think that it is likely that many other diseases of importance are also molecular diseases, and that a more vigorous attack should be made on the problem of disease in relation to molecular structure than is being made at present. Of course, the way for such an attack to be made is through the foundation of a research institute devoted to this problem - presumably set up in close association with a university or scientific school.

  For about ten years I have had in mind the possibility that a medical research institute should be set up close by the California Institute of Technology, and I now feel more strongly that ever that great contributions could be made to human welfare through such an action. No significant step has been taken yet, however, toward the foundation of this institute. I would be grateful to you if you would give me the benefit of your opinions and ideas along these lines.
