At the time of his residency, Toshihiro Higuchi was a Ph.D. candidate in the Department of History at Georgetown University. Higuchi completed an M.A. degree in International Political Economy at the University of Tsukuba, Japan (2002) and a second M.A. degree in History at the State University of New York - Albany.
