    28 December 1962

    Dear Mr. Dean:

I was interested to read in The New York Times for 20 December the following quotation from you "the Soviet Union would of course be free to break its pledge, just as it broke Chairman Khrushchev's solemn pledge of Jan. 14, 1960."

Could you send me the proceedings for 19 December 1962, so that I would have your statement, as given by you?

Also, would it be possible for you to send me a copy of the statement by Chairman Khrushchev of 14 January 1960?

My memory is that in 1958 Chairman Khrushchev had made a solemn pledge that the Soviet Union would not resume the testing of nuclear weapons at any time in the future, so long as no Western power carried out any nuclear weapons tests, and that on 14 February 1960 Chairman Khrushchev had announced that the nuclear explosion carried out by the French on 13 February 1960 had released the Soviet Union from its pledge.

I surmise from your statement, at any rate as printed by The New York Times, that Premier Khrushchev's solemn pledge of January 14, 1960, did not include the condition that had been included in the earlier pledge.

With best personal wishes to you, and with the hope that you will be successful in your effort to achieve a bomb-test agreement, I am

    Sincerely yours,

    [Linus Pauling]
