  Dear Albert:

  I regret delay in answering your telegram, which arose from Yost's absence from Pasadena. I felt that it was necessary to discuss the matter somewhat further with him. A copy of my answering telegram is enclosed.

  Yost is doing an important job in teaching and supervising advanced students here, and we would have considerable difficulty in taking care of his work if he were to leave. On the other hand, if the job in the Central Laboratory of Section B-6 were important enough and were one for which he is well suited, we could arrange for his absence. We would prefer to have the arrangement one which permitted him to return occasionally to Pasadena to check up on the progress of his research students and possibly to give a few lectures.

  My feeling is that it would be unwise to call Yost to the Central Laboratory if his job were to be to any considerable extent an administrative one. He is not at all interested in work of this sort. On the other hand, he has a great knack for experimental work and especially for getting a large amount of experimental work done by a number of men under his immediate close personal supervision. If you want a scientist who can do things in the laboratory then Yost is the man.

  He is just scheduled to receive promotion to full professorship now, with salary $4,000 per year. I should point out also that his personal expenses would be considerably increased if he were to leave here, and moreover we would want, especially if the period of the emergency drags on, to have the arrangement made to send him back here for a short period at regular intervals.

  I would like to suggest that Anton B. Burg also be considered for appointment in the Central Laboratory. I am very greatly impressed by his ability to get experimental work done. He is a real worker in the inorganic field. If it is not possible to get him to come to the Central Laboratory, I suggest that he be given more NDRC work at University of Southern California, and especially that a larger allowance for supplies be included—I understand that he is hampered in his defense research by insufficient supplies.

  Dear Dr. Munro:

  I have investigated the question of guards for Gates and Crellin Laboratories. There are at present a half dozen reasonably important national defense jobs under way in a half dozen different rooms of the Laboratory. Sabotage of these rooms could do material damage amounting to $30,000 and $40,000 and would result in setting back the defense program for three or four months, the time needed to replace the damaged special apparatus. My colleagues and I believe that some guarding is highly desirable. It is our opinion that it is not necessary that armed guards be put on duty permanently outside of each room, but that it would be satisfactory for a single man to be on duty throughout the night in the Gates and Crellin Laboratories, making a repeated tour of inspection covering all of the rooms in which defense work is being done. This man could also have the duty of taking care of lights during blackouts.

  I wish also to express our opinion about night work in the chemical laboratories. It is very important that it remain possible for research work to be carried on at night in the laboratories. Some of our defense projects are on two shifts, and for others the night is the best time for the work to be carried on. In addition a good bit of the research done by our graduate students is carried on at night, and it would lead to a delay in their training. At present we are planning to cover some windows in defense research rooms with black paper. If the blackout situation becomes serious, it may be desirable later for other rooms to be treated similarly.

  Is there any chance that you will be coming West during the Christmas vacation? If so, you should by all means come to California. There are two reasons for this. The first is that it has been a long time since you have visited the Institute, and you should look in to see how it has changed since the old days. Moreover, [we] would be glad to see you again. The second reason is that I would like to have you look over the Shell Development Company's laboratories in Emeryville. Shell Development really has a fine research laboratory, where many interesting problems [are] under investigation. For about a year they have not had a regular director of research. It has occurred to me that it would be a good idea if I were to introduce you to the Shell Development crowd, and I would be glad to have the opportunity to do it.

  I have been feeling fine, and I have been getting a lot of work done. Even the afternoons that I spend at home resting are profitable ones, because I can get a lot of writing done in bed.

  We would be glad to have you come here to work with the business machines and get acquainted with our laboratory during any period that is convenient for you. February or March would be quite all right or a later time. The machines are not in use all the time, and I think that it would be possible for you not only to learn how to operate them but also to get as many calculations from your own data as you want. I think that it would be a good idea for you to find out what machines are available on the campus at Ithaca before you come, in order that our boys can decide whether they could be utilized in connection with a suitable set of cards.
