Williams was an activist, volunteer, and leader in the African American community in Portland from the 1960s until his death in 2012.

Some materials pertain to the African American experience in general that may have influenced the work of Williams. Topics include minority discrimination in business, police and gang violence, Portland City Council meetings, CH2A work, and youth outreach. Footage includes documentaries, home video, and recordings of news broadcasts. All the videotapes are VHS format. Each tape has been assigned an item number. Running time is provided for most of the videotapes. Some of the videotapes have been digitized and are available upon patron request.
