Libby, United States Atomic Energy Commission RE: Notifies him it was an estimate that 1,000 people would die from Leukemia if the British tested their H-bomb and that he never planned on publicizing the estimate, that he only mentioned it while talking with a small group at an American Chemical Society meeting in Chicago which happened to have a reporter in it. Comments that he based his estimate off of calculations that E.B. Lewis had mentioned in a paper he wrote.
