Predominant Dates: 1994-2005

The Immigrant and Refugee Community Organization (IRCO) Asian Family Center (AFC) Records document programs, activities, and events sponsored by the AFC and its partnership with a multitude of organizations in the Portland-Metro area as well as Multnomah and Washington Counties. The collection includes the AFC's administrative records and documentation of the organization's community outreach and engagement activities. Other materials reflect the AFC's education, health, youth and families, and elder services. Also included are seven photo albums and a scrapbook reflecting a variety of events and community members.

The electronic files in this collection were digitized and returned to the donor. Reference access to the digital files in Series 1, Series 2, and Series 7 is available upon request.

Series 2: Community Outreach and Engagement, 1981-2014 Add to Shelf
Series 2 consists of records pertaining to the Asian Family Center's community outreach and engagement activities with Asian and Pacific Islander (API) communities. The materials feature the AFC’s planning documents for community events such as the Asian Cultural Night; records depicting the work of the Asian Pacific American Network of Oregon (APANO); and Emergency Preparedness and Communications Profiles for the Portland area’s API communities. Also included are materials documenting various community projects and initiatives such as the Coalition of Communities of Color, an alliance of culturally-specific community based organizations to support color through policy analysis and advocacy, culturally-appropriate data and research, and leadership development, as well as Engage, a project to encourage civic engagement among immigrant and refugee populations. Series 3 focuses on the Asian Family Centers education initiatives. Projects, partnerships, and programs represented include the Caring Community Project, information on the partnerships between the AFC and the public education system in Portland and broader Multnomah County area, and documents pertaining to SUN (Schools Uniting Neighborhoods) Schools, that help students and communities succeed through after-school programs focusing on academics, recreation, and cultural enrichment. Series 4 contains materials related to the Asian Family Center’s community health programs and research. Materials include an AFC health development plan, research on API communities’ health needs, menus of culturally specific foods, a study on health standards and standards of practice for interpreters, and a community health education program. Also included are materials pertaining to specific health issues within API communities including breast and cervical cancer, HIV / AIDS, and tobacco/smoking. The series also contains documents related to AFC partners such as the Multnomah County Health Department, the National Association of County and City Health Officials, and the SAMHSA (Substance Abuse and Mental Health Services Administration) Children’s Mental Health and Youth Services. Types of documents for health-related initiatives include project proposals, fact sheets, news clippings, informational pamphlets, reports, budgets, partnership agreements, correspondence, meeting notes, and grant applications.

Series 5: Youth and Families, 1994-2005 Add to Shelf
Series 5 materials feature various Asian Family Center youth and family programs and services. The programs include the Asian Youth Leadership Club, a club for young adults to learn leadership development, family enhancement, and violence prevention; the Asian Youth Enrichment Program, an after-school program which provides a year-round support system to high-risk Asian middle school students in Washington County; and the Girl’s Initiative Network, a project to engage communities in creating a web of support for girls. Other programs include the Level 7 and Youth Investment, the Youth Opportunity Program, and the Youth Trust Fund Program. The materials pertaining to the Asian Family Centers youth and family services consist of topics such as gang prevention, parent child development, and general family services. Types of documents for youth and family programs and services include project descriptions, budgets, work plans, schedules, and reports, as well as meeting notes, correspondence, informational pamphlets, policies, and evaluations.

Series 6 consists of documents pertaining to the Asian Family Centers services for community elders. Materials include Washington County Aging and Veteran Services Strategic Planning Committee meeting notes, member lists, research articles, and reports; Asian Pacific American Senior Coalition program descriptions, meeting minutes, and reports; and documentation of the Southeast Asian Elders Outreach Program such as program proposals, descriptions, and budgets, as well as committee meeting minutes. Other materials in the series include information about a 2001 Minority Elders Conference and general information on elders who are refugees in the form of a 1989 research article.

Series 7 includes seven Asian Family Center photo albums and one scrapbook. Four of the albums are of the 1995 AFC grand opening. The other three reflect a variety of events and community members.
