Biographical / Historical Notes

On July 24, 1911, Oregon Agricultural College's Board of Regents organized the Oregon Extension Service in response to requests from citizens of Oregon for assistance (particularly in agriculture) from the college. R.D. Hetzel, professor of political science, was named as the first director of the Extension Service. The first county extension agents began in Marion and Wallowa Counties in September of 1912. Legislation permitting counties to appropriate money for extension work that would be matched by state funds was enacted in 1913.

In May of 1914, nearly three years after Oregon had established its Extension Service, President Woodrow Wilson signed the federal Smith-Lever law, which provided federal money for the establishment of extension services in all states for developing off-campus programs, primarily in agriculture and home economics. The first home extension agents were hired in August 1917 to do wartime emergency work; several of the agents were retained by counties after World War I. By 1937, all counties had at least one county extension agent.

During the Extension Service's first forty years, it concentrated on three traditional programmatic areas -- agriculture, home economics, and 4-H. After World War II, four other program areas were added -- forestry (late 1940s), the Marine Advisory Program (late 1940s and greatly expanded in the 1960s), Community Resource Development (1960s), and the Energy Extension Service (1970s). Traditionally, the Extension Service Director reported to (or was) the Dean of the College of Agricultural Sciences. In 1993, as part of a university-wide reorganization, the OSU Extension Service was made part of the Office of Extended Education, which reported to the university's Provost.

Frank L. Ballard graduated from Oregon Agricultural College in 1916 and returned to his native state of New Hampshire where he worked as a county agent for one year. He came back to Oregon in 1917 as a specialist in rural organization and agricultural economics for the Extension Service. During the next 45 years, he served as County Agent Leader, Vice Director, Extension Agriculture Editor of Publications, and Associate Director of the Extension Service in Oregon. He contributed to many leading farm magazines and gained national renown as an agricultural journalist.

Images of County Extension offices throughout Oregon; county agents and Extension staff, including those receiving awards; and special events are included. A variety of formats are represented including b/w and color prints, color slides, negatives, and digital prints. Some of the images are individually numbered (P062:001 - P062:052).

Depicts a meeting of the Commission at Oregon State University in November 1975. The Commission on the OSU Extension Service was formed in 1975 by the Oregon Legislature and the Oregon State Board of Higher Education to evaluation the Extension Service. Former Secretary of State Howell Appling, Jr. was appointed chair. Commission members included Jean Evans, Jim Hildreth, Don Jackson, Jack Robins, and Fred Sohn.

Series II consists of photographs from Extension Service annual reports of Clatsop and Klamath Counties (numbered photos P062:052 - P062:697). The photographs were removed from the original paper copies of the annual reports for 1923-1944 (Clatsop County) and 1926-1955 (Klamath County). The photographs are arranged by county, thereunder by year, and then by page number of the annual report; they are not housed in numerical order by the assigned item number. The images document county level extension activities, including fertilizer and variety field trials, farm equipment trials, harvesting techniques, field tours, weed control, irrigation, and 4-H. Photographs of the J. J. Astor and Klamath Branch Experiment Stations are also included.

Overgrazing caused blow-outs until only dune remnants and a trough of shifting sand gave testimony to the havoc wrought by denudation. The dune ridges are being reconstructed by use of vegetation. European beachgrass was planted in February 1937

Series 4: Frank L. Ballard Photographs, 1909 - circa 1965 Add to Shelf

Series IV consists of photographs assembled and/or taken by Frank L. Ballard for use in Extension Service publications and in other publications about Oregon agriculture. Some of the photographs were also displayed in Ballard's office. Ballard's photographs include images of Oregon agriculture, agriculture in the Pacific Northwest region (especially Idaho and Washington), Extension service programs and staff, and farms and ranches throughout Oregon. Of particular note are images of The Dalles Public Market, the Monmouth Cooperative Creamery, the Oliver Ranch in Grant County, several group photographs of Oregon county agents and leaders, and photographs of Ballard and George Peavy. Photographers represented in the Ballard photos include the Columbia Commercial Studio, Asahel Curtis (Seattle), the Elite Studio (The Dalles), Benjamin A. Gifford, C. Moore, Arthur M. Prentiss, Lester Rounds, R.L. Stinson (Klamath Falls), the Weister Company, and L.J. Young (Nampa, Idaho). The bulk of the images are prints; however, the series includes 10 nitrate negatives and 2 film negatives.

The Lane County Extension Photographs consist of images created and assembled by Lane County Extension Office staff. The photographs document Extension Service programs and activities in Lane County including program participants and staff; the Lane County Fair; and agriculture and forestry in Lane County. Many of the images depict 4-H youth activities; photographs of home economics extension programs for nutrition education are also included. Some of the photos were published in the monthly newsletter. The bulk of the images are b/w prints; however, the series also includes color prints as well as b/w and color negatives. This series is unprocessed; the materials are smoke-damaged and require special handling and storage.

Series 6: Linn County Extension, circa 1921 - 1950 Add to Shelf

Series VI consists of images of Linn County Extension staff and activities assembled by Oscar E. Mikesell, Linn County Extention Agent. The images depict women pounding cotton for mattresses made by the Extension Service during World War II; Van and Merle Smith at a party in their honor; the 4-H Club Corn Show sponsored by the Bank of Albany; and O.E. Mikesell, Linn County Extension Agent, with members of the Livestock Association. The series also includes a published panoramic photograph of club members and exhibits at the Shedd Club Fair in about 1921. The fair included the Shedd Shorthorn Calf Club, Lake Creek Jersey Calf Club, Shedd Jersey Calf Club, Shedd Cooking Club, and Oakville Pig Club.

Series 7: Benton County Extension Home Economics Study Groups, 1973-1996 Add to Shelf

Series VII consists of images documenting the programs and activities of home economics study groups sponsored by the Benton County Extension Service. The photographs depict classes, workshops and tours; study group meetings; and an anniversary celebration and Christmas parties. Images of Benton County Extension staff are also included. The classes, workshops, and tours include cooking and food preservation; a visit to a sunroom and greenhouse attached to a house; and repair of outdoor furniture. Several images of the 25th anniversary celebration (in 1981) of a group established in 1956 are included as well as photographs of a meeting of the Northwest Hill Study Group. Of special note are images of Master Food Preservers providing information to shoppers at Corvallis Wednesday farmers markets in the mid-1980s. The series includes 112 color slides, 78 b/w and color prints, and 53 35 mm color negatives (frames).
