  Dear Mr. Hafner:

  I apologize for the delay in answering your letter of 22 September. I have been away on a lecture trip, and am catching up with my mail before setting out on a trip to Europe.

  I have learned with regret from the NEW YORK TIMES about the death of Bruno Kisch, whom I had been pleased to meet at the Symposium of the Carl Neuberg Society.

  Your plan of forming a Center for the Study of International Communications seems to me to be a good one. We need to be attacking the problem of international relations in as many different ways as possible.

  I am not involved in the administration of the Center for the Study of Democratic Institutions, and I am accordingly turning your letter over to W. H., Ferry, Vice President of the Center and of the Fund for the Republic. I am sure that Mr. Ferry will write to you soon.
