Dear Professor Lamb:
I am returning the two papers by Slagle and Ott and the paper by Huggins. Huggins’ paper consists of a theoretical part and a discussion of results. The theoretical part has been over-simplified; with the assumptions made, the results are not of much interest. Moreover; I think there is a mixtake [sic] (in Equation 31 and in figures 2 and 3) which removes significance from the discussion in the second half of the paper. I accordingly recommend that the paper be not accepted fro publication. A treatment in which the simplifying assumptions of Eq. 12 were not made would be very valuable. Some detailed comments are given in the accompanying page.
