RE: Is writing to recommend that a contract be made by the OSRD with the National Technical laboratories for the further development of a submarine type oxygen instrument. Has designed and constructed the first model. Is not satisfied with the rate at which the instrument follows changes in the air. Discusses changes which could improve the instrument. Could continue to work with it, but would like to move on to the airplane model. Is confident in Beckman's ability to produce these instruments. Would think it would be appropriate for the OSRD to give a contract. Would like to know if there is a reasonably good chance that a contract can be made.
