Pauling, in combination with other researchers, proposes structuring the National Research Foundation with a board or commission as its governing body, in the place of a controlling director. He emphasizes the need for cooperation between the NRF and other military projects, without direct interference by either group. He suggests increased funding to institutions for broad research projects rather than individual, specified contracts.
