It would be a non-profit magazine.  Call for donations of articles by the people.  Put the price at about 20¢, with the offer to anyone who wants it very badly and has not the subscription price you will send it to them anyway for as small an amount as they can pay, even for nothing.  Then many would send more than the price.  Print, say 100,000 first, and send them to book and news-stands as a first trial.  Request the FCC for periodic time on the radio, and mention the magazine and its purpose.  You would then have the public's two ears.  
  Paste a small particle of pitchblend in each magazine telling the readers to be on the lookout for such material - new finds may be made - but principally to interest the people in the subject.  Do the unusual.  Then you will raise the million - sure.
