Since the amorphous masses of peoples are dependent upon their leaders; I think that the efforts to enlighten and influence should be principally directed to those in high places. I only hope that this time Voltaire's statement that "The wise men of every age have said the same thing and the damn fools have always done the opposite.", will be wrong.
