function is not to destroy, but to catch and bring apparent offenders to court. H.G. Wells, I believe, has suggested one such weapon, - a gas that will put guerillas or rioters to sleep temporarily, while the policemen remove their dangerous weapons. There should be considerable variety of non-violent weapons for various situations. But armies are not suitably trained or equipped for true police action; and there is great danger that their use would lead to war.
