A-Scientists Ask Top Level Talks for Peace Emergency Committee of Atomic Scientists headed by Prof. Albert Einstein warns that collapse of UN atomic negotiations can lead only to war, with "total collapse of our traditional civilization." As solution, they urge immediate East-West talks - in secrecy at first if necessary - to break what they warn is suicidal deadlock. They also propose immediate steps to set up world government, with or without Soviet participation, as path to peace. Story on Page 3
