that would be the first step. Such men as Herbert Hoover, Mr. Baruch and Dr. Einstein would be enough to make the first draft of such a declaration and constitution. The next step would be to call on the best and ablest statesmen from all countries to reconsider the proposition, rewrite it and get it in workable order. The Emergency Committee of Atomic Scientists could, and I believe should foster the writing of such a Declaration of Dependence, together with a constitution for a super-national government. We would then have something to sell to the people of the world with some assurance that it was a practical proposition and I feel sure there are millions of people who would be very anxious to have the plan carried out.
