In a small way Hartford, Conn. is having such an experiment tomorrow Nov. 4th we are having our first election under a new charter. We will elect a council of [men] who will [have] a City Manager to run our city. I have the honor of being a candidate for the new Board of Education. My first experience in an Election- That is- running for office. In my [?] talks I used your statement. If elected, I will continue to stress its importance.
