Dear Miss Ray;

Thank you very much for the Statement by the Emergency Committee of Atomic Scientists and the reprint of the openletters from the Soviet Scientists and Dr. Einstein which you enclosed with your letter dated April 16.

I was especially interested in the remarks about the world government in the Statement, which I believe to be highly realistic and to which I am in full agreement.

The remarks of the soviet Scientists regarding the American form of democracy typify the attitude of those in totalitarian countries towards at home. I have advocated in a letter published by the "American Scholor" magazine in the Spring issue that the government adopt a modern system of voting, in connection with regular, official government public opinion polls to insure legislation and administration of, by, and for the people.

In connection with the Forum discussions on our foreign policy in the Winter issue of this magazine I have written another letter which I expect to see appear in the Summer issue. In this letter, I advocated world federation based on the Constitution of the United States, which I consider the soundest foundation for the government devised. The adoption of such a plan, or any plan for world federation, would require the full cooperation of all interested nations. If we expect to create enough confidence by other nations in our form of government we must show them by our example that we are truly democratic. I believe that in such a course lies the surest road to world peace and economic progression.

I believe that your Committee is helping the cause of Peace in this country and throughout the world, and I hope that its efforts will help bring about World Government before it is too late.
