cartels have transcended national power of action. This international concentration of economic power, briefly presented in Monograph No. 26 & 29, of the Temporary Economic Committee, is unquestionably the world's foremost threat to the peace.

I suggest that we submit to a world referendum, perhaps through UNESCO, the following items of agreement for enduring peace:

1. The peoples of the world unite in guaranteeing immediate application of a world-accepted Bill of Rights and joyous freedom to every citizen of the world;

2. The people of the world unite in declaring title to all raw material sources to be vested in the Congress of the World Government, equitably available to every ethnic group according to its ability to use or consume;

3. The people of the world agree that the one currency of the world shall be augmented and regulated in value solely by the Congress of the World;

4. The people of the world agree that the Congress, equitably representing every ethnic group, shall agree upon and fix a maximum personal and corporate income, similar to that recommended by the late President Franklin Delano Roosevelt, and all excess incomes shall come under the direct control of the Economic and Security Council, absolutely precluding any development of private monopoly cartels, and assuring adequate minimal flow of the lifeblood of currency to every citizen of the world.

May World Independence Day soon commemorate our concerted heroic realization of divine peace and abundant life for all mankind!
