Dear Mr. Oram, Confirming our conversation in New York, the Federation would be delighted to receive any and all contributions on which the donors do not require tax exemption. We understand that some of these people whom the Emergency Committee of Atomic Scientists is soliciting on behalf of the National Committee on Atomic Information have expressed a desire to give for political rather than educational purposes, i.e., to give to the Federation rather than the N.C.A.I. If this can be arranged without altering of adversely affecting your working arrangements with the NCAI, the FAS is of course all for it. To keep the money intended for the FAS separate from that intended for the NCAI, you will probably want to set up a separate account, payments from which are to be drawn only in favor of the FAS, on two signatures, Mrs. Frye's or Miss Dukas' , mine or Dr. Condons. If so, send me the signature card and I'll fill it out. The Emergency Committee of Atomic Scientists may, of course, add both accounts and also any moneythat may stray into the NCAI or FAS direct during the period of the campaign, in estimating the results of its efforts.
