Abstract

The Extension Service Photographs document Extension programs, activities, and staff throughout Oregon as well as Oregon agriculture. The Extension Service was established in Oregon in 1911.

Images from this collection have been digitized and are available in Oregon Digital.

Scope and Content Notes

The Extension Service Photographs document Extension programs, activities, and staff throughout Oregon as well as Oregon agriculture. The bulk of the collection pertains to the three traditional Extension programmatic areas -- agriculture, home economics, and 4-H. The photographs depict Extension Service programs and staff from all regions of Oregon; however, Benton, Clatsop, Klamath, and Lane Counties are strongly represented.

Of particular note are images of Braceros and other migrant agricultural laborers; County extension offices (exterior and interior views) and staff; the Dairy Demonstration Train; 4-H club activities and summer school; and soil conservation and dune stabilization. Many individuals farms and ranches are identified; numerous images of the Oliver Ranch in Grant County are part of the collection.

Photographers are not identified for most of the images, but they were primarily taken by Extension Service staff. Photographers and studios of note with images in the collection include the Columbia Commercial Studio (Portland), Asahel Curtis (Seattle), Benjamin A. Gifford, Arthur M. Prentiss, and the Weister Company,

The collection includes a variety of formats. The bulk of the collection consists of b/w prints, but it also includes color prints, b/w and color film negatives, nitrate negatives, color slides, digital prints, and panoramic prints.

Images from this collection have been digitized and are available in Oregon Digital.

Biographical / Historical Notes

On July 24, 1911, Oregon Agricultural College's Board of Regents organized the Oregon Extension Service in response to requests from citizens of Oregon for assistance (particularly in agriculture) from the college. R.D. Hetzel, professor of political science, was named as the first director of the Extension Service. The first county extension agents began in Marion and Wallowa Counties in September of 1912. Legislation permitting counties to appropriate money for extension work that would be matched by state funds was enacted in 1913.

In May of 1914, nearly three years after Oregon had established its Extension Service, President Woodrow Wilson signed the federal Smith-Lever law, which provided federal money for the establishment of extension services in all states for developing off-campus programs, primarily in agriculture and home economics. The first home extension agents were hired in August 1917 to do wartime emergency work; several of the agents were retained by counties after World War I. By 1937, all counties had at least one county extension agent.

During the Extension Service's first forty years, it concentrated on three traditional programmatic areas -- agriculture, home economics, and 4-H. After World War II, four other program areas were added -- forestry (late 1940s), the Marine Advisory Program (late 1940s and greatly expanded in the 1960s), Community Resource Development (1960s), and the Energy Extension Service (1970s). Traditionally, the Extension Service Director reported to (or was) the Dean of the College of Agricultural Sciences. In 1993, as part of a university-wide reorganization, the OSU Extension Service was made part of the Office of Extended Education, which reported to the university's Provost.

Frank L. Ballard graduated from Oregon Agricultural College in 1916 and returned to his native state of New Hampshire where he worked as a county agent for one year. He came back to Oregon in 1917 as a specialist in rural organization and agricultural economics for the Extension Service. During the next 45 years, he served as County Agent Leader, Vice Director, Extension Agriculture Editor of Publications, and Associate Director of the Extension Service in Oregon. He contributed to many leading farm magazines and gained national renown as an agricultural journalist.

Item P062:717: Properly spaced pickets and fences allow a well-shaped dune to be built, June 1937
Item P062:718: The littoral dune, July 1944
European beachgrass Ammophila arenaria replaces the picket fences as soon as the dune base is formed; vegetation provides a permanent structure, fences do not
Item P062:719: Windswept plateau on Clatsop plains near Warrenton (Clatsop County), August 1935
This area is almost entirely denuded and sand is shifting as indicated by light areas
Item P062:720: After ten months the area is now initially with European beachgrass planted during January and February, June 1936
Item P062:721: Windswept Clatsop plains near Warrenton (Clatsop County), July 1937
Unrestricted grazing has created a veritable Sahara
Item P062:722: After seven years of labor stabilization has been accomplished by use of European beachgrass and a seeding of permanent grasses and legumes, July 1944
Item P062:723: Windswept Clatsop plains, Oregon, July 1937
This area once supported luxuriant herbaceous cover, but over-grazing by livestock converted the plains into a veritable Sahara. A portion of the area has now been initially stabilized with European beachgrass
Item P062:724: Seven years of stabilization, July 1937
The area is again vegetated, but permanent cover can be maintained only by seeding in adapted long-lived grasses and legumes or woody species; a hard- surfaced road in the foreground provides a means of getting around over the land
Item P062:725: The first step -- initial stabilization of the windswept Marine dune area, near Warrenton (Clatsop County) has been accomplished with sand-stilling European beachgrass, July 1937
Item P062:726: From denuded sand to permanent stabilization; marks seven years of progress, July 1944
Item P062:727: Near Warrenton (Clatsop County), July 1937
A typical scene of destruction and reconstruction - two long graceful grass covered parallel dunes once crossed this area with a meadowed valley between them. Overgrazing caused blow-outs until only dune remnants and a trough of shifting sand gave testimony to the havoc wrought by denudation. The dune ridges are being reconstructed by use of vegetation. European beachgrass was planted in February 1937
Item P062:728: Seven years of successful stabilization and building are bringing the area back toward it's original graceful lines, July 1944
Shifting sand is no longer evident; permanent vegetal cover replaces it. Image is available online.
Item P062:729: Windswept Clatsop plains near Warrenton (Clatsop County), July 1937
Overgrazing and fire denuded what was once luxuriant grass land with now wind erosion; now only vestiges remain in this Sahara. Image is available online.
Item P062:730: Seven years have made a change, July 1944
Denuded sand -- initial stabilization with European beachgrass -- permanent stabilization developments with sod-forming grasses and legumes. These have been the steps on the path of progress leading to establishment of hard surfaced access roads and other permanent developments in this area
Item P062:731: Initial stabilization with well spaced hills of European beachgrass, July 1944
Each hill is an individual barrier as noted by the sand deposit around each plant
Item P062:732: Succession moves fast, May 1943
European beachgrass has been replaced by Purple beach pea and Seashore bluegrass which were seeded into the beachgrass after two years of growth. These species offer a more permanent form of stabilization than beachgrass
Item P062:733: Final stabilization for this area, July 1944
Seven years ago this was a desert of shifting sand. European beachgrass provided initial stabilization; native red fescue, Seashore bluegrass, seaside lupine, and purple beachpea are now affording complete protection
Item P062:734: Complete stabilization, July 1944
Seven years ago this was a shifting mass of sand. European beachgrass afforded initial stabilization -- Cow clover was seeded for permanent protection
Item P062:735: The road to the beach, Hammond, Clatsop County, August 1935
Drifting sand is a constant hazard to traffic that must use this road, as well as continuing job for a maintenance crew
Item P062:736: Traffic rolls on unimpeded, July 1944
Permanent vegetation has stabilized the sand and replaced the maintenance crew. A hard surfaced road is replacing the boardwalk. The fence line and posts are not part of the conservation program. Nine years have changed the feeling from desolation and despair to one of permanent stability and pride
Item P062:737: Picket fences, an emergency stabilization measure used preliminary to vegetating extremely severe blow areas, April 1936
Item P062:738: Eight years from denuded sand to permanent vegetation, July 1944
Item P062:739: Once this was completely covered with a luxuriant grass mat., August 1937
Overgrazing disturbed the top layer of soil. Blowouts started; soon tow protecting parallel dunes on right and left were torn apart and the trough in center was scoured free of vegetation. Initial stabilization of the area has again been effected by planting European beachgrass
Item P062:740: Seven years and the wounds are rapidly being healed, July 1944
Woody vegetation provides a most permanent type of cover and is a form of plastic surgery used in reshaping the dune ridges
Item P062:741: Permanent stabilization of marine dunes near Warrenton, Clatsop County, Sept. 1941
Scotch broom planted as a nurse crop for the Shore pine which were planted at a 6x6 foot spacing. This was an area of denuded sand in 1935
Item P062:742: Permanent stabilization is now readily apparent, July 1944
Five years growth on the pines has provided a solid vegetal cover on this area that only nine years ago was denuded
Item P062:743: The sands shift no more, August 1941
The ultimate in Marine sand dune control -- Shore pine coverstory with a dense ground cover of salal and Huckleberry provide protection
Item P062:744: Beauty in the dunes, May 1939
Complete stabilization; permanent with protection
