Gentlemen:-
I'm certain the criticisms of this nation of ours are heavily in accord with your thoughts and plans to present atomic warfare by discussion and negotiation and seems to me these should be whole hearted support of your plans of procedure as expressed in your "A Policy for Survival" accompanying Mr. Einstein's letters of April 29. Regret not being in position to render more financial assistance. I do feel however that we should proceed with our present plans to strengthen our nation particularly in the air and with submarines so that we will have proper background and confidence behind us to sit down and
