(4) However Jeanette [illegible] refusal to vote for war is another case. With the whole congress against her & with [illegible] tears streaming down her face she still refused to vote for war. This is a sex matter & it must be allowed space & power, - tho I think natural laws are going to settle that, & put women duly educated in a place of authority where they belong. At present about all possible is to try & fix the mistakes of men, as women in [illegible] are doing, removing debris, & Japanese [peasant?]
