Abstract

The Office of Budgets and Planning Records consist of budget exhibits, procedure handbooks, staff reports, administrative policies and inventory information.

Access to the file on Academic Staff Statistics in Acc. 1997:096 is restricted due to the presence of confidential information. All requests for access to this material should be directed to the University Archivist.

Scope and Content Notes

Accession 1991:168 includes budget exhibits for 1963/1964-1978/1979 and 1990/1991; and Charts of Accounts for 1961/1962-1989/1990.

Accession 1991:175 includes a Travel Procedures Handbook revised in July 1989.

Accession 1992:069 includes the Budget Exhibits for the 1992/1993 fiscal year.

Accession 1993:019 includes a report of preliminary results of the faculty survey conducted during the 1989/90 academic year.

Accession 1993:037 includes budget exhibits for 1979/80-1988/89, 1991/92, 1993/94, 1994/95.

Accession 1993:094 includes several superseded policies and procedures handbooks including the Purchasing Procedures Handbook (1975); the Safety Procedures Handbook (1975); and the Travel Procedures Handbook (1975 and 1977). Also included are a revised Property and Security Policy and a new Facilities Planning and Construction Policy (both 1988).

Accession 1993:096 includes records of the Office of Budgets and Planning and includes materials pertaining to budgets, data resource management, and surveys. Much of the material pertains to faculty and administrator salaries.

Accession 1994:015 includes summaries of the Faculty and Staff Reports (FTE Surveys) for 1986-1989. The reports give total Full Time Equivalent (FTE) positions in instruction, research, administration, public service, fellowships, and classified staff for all university academic and administrative departments.

Accession 1994:054 includes the administrative policies and procedures handbooks for safety (1988, 1992 update, and 1994); space inventory (1994); motor pool (1993); budgets (1993); research accounting (1993); personnel-employment registration (1993 and 1994 updates); personnel-student employment (1993); and personnel-leave and time/attendance reporting (1993 and 1994).

Accession 1995:001 includes policies and procedures handbooks; OSU employment reports; the Guide to Microfilmed Collections of the OSU Archives; the Archives administrative (office) procedure manual; the chronological history of OSU preparation materials; and documentation for the Archives' shelf locater database.

Accession 1996:008 includes materials pertaining to the Administrative Review Committee (ARC) and the Leadership Implementation Team (LIT), and includes meeting minutes, reports, comments from the university community, and related documentation. The Administrative Review Committee (ARC) and the Leadership Implementation Team (LIT) provided an extensive review of the administrative functions and organization of OSU in the early 1990s and modifications to many of the University's processes. Staff support for these two groups was provided by Gary Beach of the Office of Budgets and Planning.

Accession 1996:089 includes records of the management communications services section of the Office of Budgets and Planning and includes preparation documents for the university's administrative policies and procedures handbooks; Total Quality Management (TQM) reports and documents; and the final report and related documentation and correspondence for the NCAA Division I Athletics Certification Self-Study. This accession also includes several published policies and procedures handbooks.

Accession 1997:001 includes updates and revisions to the policies and procedures handbooks issued during 1997; various earlier policies and procedures; OSU employment reports for 1997; and an Archives storeroom guide (1988).

Accession 1997:115 includes materials for a presentation in February 1990 to the Oregon State Board of Higher Education on the annual budget process at OSU.

Accession 1998:001 includes OSU Employment Reports for Dec. 1997 through Oct. 1998; the Executive Summary of the Staff Survey (1991); policies and procedures handbooks and updates for employment registration (1992 and 1998), general university policies (1998), and travel (1998); and superceded Archives policies and procedures (1981-1982).

Accession 1999:001 includes the Fall 1999 enrollment report; the OSU Employment Report for Dec. 1998; policies and procedures manuals for restricted funds accounting, leave and time/attendance reporting (1991), general university policies, and travel; and the Graphic Identity Guide.

Accession 1999:077 includes special studies records including surveys, reports, and related documentation and correspondence (1979-1988); and materials pertaining to "Update", the Management Communication newsletter (1990-1994).

Accession 1999:079 includes a Budget/Credit Hour Ratio Study (1970); materials pertaining to budget reductions ("budget crisis") in the early 1980s and the 1979 mainframe computer conversion; and records of the Quality Review Board, which studied the personnel and budget reporting systems and recommended changes.

Accession 1999:096 includes records of the Office of Budgets and Planning and includes general office administrating records; budgets records; policies and procedures handbooks and preparation materials; Total Quality Management (TQM) publications; records pertaining to the development and implementation of computing and information systems for payroll, personnel, and budgets, such as the Financial and Human Resource Information Systems (FIS and HRIS); Archives and Records Management Program records; and information resources records. The latter include IPEDS/HEGIS reports; faculty salary surveys and reports; institutional research reports, correspondence, and data compilations; reports of student enrollment, student credit hours and instructional costs; space utilization studies and facilities proposals; academic and classified staff statistics; and completed external surveys.

Accession 2000:001 includes budget exhibits (1989/90, 2000), policies and procedures handbooks, and the fiscal year 2001 education and general operating budget summary report.

Accession 2001:001 includes budget exhibits for fiscal year 2001.

Accession 2002:001 includes budget exhibits for fiscal year 2002.

Accession 2003:001 includes reports generated by the Office of Budgets and Fiscal Planning which constitute the following: Budget Exhibits for fiscal year 2003, Education and General Fund Budget for fiscal year 2004, and Property Management Policies and Procedures Manual.

Accession 2003:060 includes two administrative policies and procedures handbooks for the Office of Property Management dated 1996 and 2000.

Accession 2004:001 includes a revised and updated version of the Payroll Policy and Procedure Manual.

Accession 2004:087 includes various policy and procedure manuals and handbooks distributed by the Office of Budgets and Planning.

Accession 2004:095 includes business process inventory information compiled by Peat Marwick consultants for the OSU Administrative Review Committee. In addition to listing computer hardware and software, these checklists document specific business processes/functions and the employee FTE and funding set aside for them. The information is in the form of checklists completed by the departments and summary reports.

Accession 2005:001 includes policy manuals for student employment and travel.

Accession 2008:001 includes budget exhibits for fiscal year 2009.

Accession 2008:019 includes budget exhibits for fiscal years 2004, 2005, 2006, 2007, and 2008 that were generated by the Office of Budget and Fiscal Planning.

Accession 2009:095 includes employment summary reports generated by the Office of Budgets and Planning. Organized by year and month, these reports break down the data by type of employee (academic, classified, student, etc.), employment with the OSU Extension Service, FTE status, and gender.

Accession 2009:109 includes materials generated by the Office of Budgets and Planning. In addition to statistical reports documenting academic and classified staff salary and tenure information, this transfer includes Education and General Fund Budget Reports for fiscal years 2005-2010, budget exhibits for fiscal year 2010, notes reflecting the compilation of employee data, and items from the Business, Finance, and Human Resources Administrative Computing Subcommittee.

Accession 2010:001 includes budget exhibits for fiscal year 2011 and the education and general fund budget for fiscal year 2011.

Accession 2010:023 includes statistical information compiled by the Office of Budgets and Planning. Described as program reviews and organized by year, these statistics include enrollment numbers broken down by student major, total number of student hours, tenured status of faculty by college, instructional expenditures by program, and number of graduate degrees awarded. Also found in this transfer are meeting minutes, correspondence, statistics, and studies generated by the Central Oregon Campus Planning Team (COCPT). This committee assisted in the development of the OSU Cascades campus in Bend.

Accession 2010:030 includes records generated by the Office of Budgets and Planning that reflect the administration of chart of accounts activity and is made up of activity code requests, correspondence, and lists of account numbers.

Accession 2011:001 includes budget exhibits for fiscal year 2012.

Statement on Access: Access to the Academic Staff Statistics file in Acc. 1997:0986 is restricted due to the presence of confidential information. All requests for access to this material should be directed to the University Archivist. All other materials in this collection are open for research.

Acquisition Note: Certain of these records were originally transferred to the Oregon State University Archives in 1994 as an accession to the Univeristy Records Center. Upon meeting their retention period, the records underwent re-appraisal and the materials considered to be of permanent historical value were arranged into this collection.
