"The American people will soon be faced with a crucial decision. This decision is not so much what amount of national sovereignty we are willing to give up. Undoubtedly more and more sovereignty will have to be given up as time goes on, but the main issue is not the issue of sovereignty. The main issue is whether we are willing to base our national policy on those higher loyalties which exists in the hearts and minds of the individuals who form the population of this country but which do not find as yet expression in our national policy.
