  Dear Mrs. Fowler:

  I am glad to write to you in answer to your letter about the fluoridation of drinking water.

  In many parts of the world the natural water available for drinking contains a small amount of fluoride ion. In some communities the amount of fluoride ion is a little larger than the average amount, and in some communities it is smaller. The children in the communities where the amount of fluoride ion is about average have much better teeth than those in the communities where the amount of fluoride ion is small - their teeth develop a much smaller number of cavities. In the rather few regions where the drinking water contains a much larger than average amount of fluoride ion the teeth are also free of cavities, for the most part, but they develop a mottling.

  For a number of years a small amount of sodium fluoride has been added to the water supply in some communities where the amount of fluoride ion present in the water is less than the average. There is no difference between the water to which the sodium fluoride has been added and the ordinary drinking water in other communities with an average amount of fluoride ion naturally present. The addition of sodium fluoride to the drinking water in the communities where the amount naturally present is low has the effect of greatly decreasing the number of cavities developed in the teeth of the children who drink the water. There are no harmful effects of this added fluoride ion.

  I strongly support fluoridation of drinking water in communities where the amount of fluoride ion naturally present is smaller than the average.
