Yerks Jr. RE: Tells Yerks that the petition of 15 January 1958 was followed by the three great nuclear powers by them stopping testing in the fall of 1958 and beginning to negotiate a bomb-test agreement. Says that the agreement was not completed and testing resumed last year. The Soviet Union proposed that an international agreement to stop all tests be made, but the nature of it was such that it was not accepted by the U.S. and England. Says that since nuclear tests release ions into the atmosphere and ions are centers of condensation it seems that there certainly would be some effect on the weather, but the extent and length of such effects is unknown.
